'Smart bomb' jab to wipe out cancers

Scientists have come up with what they claim is a cancer-busting "smart bomb" which can destroy all solid tumours in a single jab.

A team at University of Bradford says the revolutionary drug, ICT2588, "detonates" and becomes active on reaching its target; it circulates in the bloodstream, destroying cancers which have spread, while leaving healthy tissue unharmed.

The jab is to be tested on patients in Britain, possibly as soon as 2013, the 'Daily Express' reported.

In tests on mice, half the animals appeared to be free of disease after one injection. Just one injection, lung, breast, bowel and prostate cancers in the rodents have been completely eradicated.

Prof Laurence Patterson, who is leading the team, said: "Sometimes the treatment is so effective that you actually remove the tumour's ability to grow. We were able to cure, in some studies, half the mice of their cancer. These mice no longer had any tumours growing in them, and they remained healthy."

The secret is the way the drug is activated by an enzyme which tumours use to invade surrounding tissue. Once activated, it destroys vital blood vessels which feed the cancer tumour, starving it to death.

Prof Patterson said: "What we've designed is, effectively, a smart bomb that can be targeted at any solid tumour to kill it without appearing to harm healthy tissue."

"Why are mass graves in Kashmir so passé?

The Jammu & Kashmir State Human Rights Commission says 2,730 bodies have been found in unmarked graves in Kashmir. This officially confirms earlier accusations by human rights groups. Security forces once claimed any such graves were those of unidentified militants killed in military encounters. But the commission says 574 bodies have already been identified as those of local villagers, and DNA tests will expose many more. This was mass murder.

Most countries would have treated this as major news, but our media barely noticed. Bored with unending tales of human rights violations in Kashmir, our media saw Anna Hazare’s fast and even Aishwarya Rai Bachchan’s pregnancy as more newsworthy.

Two decades of insurrection in Kashmir have eroded our ability to feel horror, to be nauseated by mass murder. Yes it’s terrible, most people say with a shrug, but it’s all Pakistan’s fault and we can’t surrender to jihadis.

As a libertarian, i dislike ruling people by force, and am dismayed by the parallels between India’s independence struggle and the Kashmiri azaadi struggle. Basharat Peer’s “Curfewed Nights” and a new collection of writings from Kashmir “Until My Freedom Has Come”, highlight Kashmiri humiliation and anger against what they call Indian colonial oppression.

Actually, India has not colonized Kashmir. Rather, it has tried to integrate Kashmir with itself. Nation building is a difficult task that, across the world, has required a mixture of persuasion and firmness. Using this mixture, India succeeded in integrating some regions with secessionist movements — Tamil Nadu, Mizoram, Punjab. But 64 years of this approach have manifestly failed in Kashmir. Using ever more force begins to look like colonial oppression more than attempted integration.

Kashmiri alienation flows from Muslim revolts against the erstwhile Dogra ruler, rigged elections after 1947, and security forces guilty of torture, killing and rape in the name of national security. The Kashmiri insurrection has taken 70,000 lives of civilians, armed forces and militants. Some are due to terrorism, some to genuine defence against jihadis and armed infiltrators. But the mass graves bear testimony to horrors against innocent Kashmiris too.

Secular Indians feel outraged by 900 Muslim deaths in Gujarat’s 2002 riots. They are outraged by the killing of 3,000 people by Chilean dictator Pinochet. But they are mostly bored by 2,730 Kashmiri bodies in unmarked graves.

It’s all the fault of Pakistan and jihadi terrorists, say some. True, Pakistan trained many jihadis. But many of these were Kashmiri youngsters angered by Indian outrages. They were killed in droves by Indian security forces, and their flow to Pakistan greatly diminished. There was no Pakistani training or inspiration behind the thousands of youngsters who took to the streets during the Srinagar intifada last year. They did not seek union with Pakistan. They simply wanted Indian “killers” off their soil.

Many analysts emphasize the legalisms of Kashmiri accession to India. But hundreds of Indian princes had legal treaties with the British Raj, which our independence movement declared irrelevant after the rise of Indian nationalism. Liberal values cannot be based on legalisms alone.

Let us forget legalisms and hold a plebiscite, which we promised anyway in 1947. Probably the valley will vote for azaadi, with Jammu and Ladakh opting for India. We should see this not as a loss of territory but a gain of moral stature, and return to the liberal values that drove our independence movement.

Most Indians say a plebiscite will wreck Indian secularism and let loose another round of partition killings. Really? If India was so wedded to secularism, it should never have accepted partition along communal lines in 1947. Having agreed to communal partition, it was hypocritical to violate this norm in Kashmir.

In Junagadh in 1947, a Muslim Nawab ruling over a Hindu majority, acceded to Pakistan. India refused to accept this, ousted the Nawab forcibly, and justified this by holding a plebiscite that went overwhelmingly in India’s way. If this was a secular tactic, why call a similar plebiscite in Kashmir a danger to secularism?

Critics of a plebiscite claim that a vote for azaadi will trigger fresh partition riots, targeting Muslims throughout India. Really? Is supposedly secular India actually so communal that Hindus will slaughter Muslim innocents galore, with the state a helpless bystander? I have a better opinion of India than that.

Forget what Kashmiris demand. Let us allow self-determination in Kashmir to cleanse our own hands and hearts. This will not mean surrender to militants or Pakistan. It will mean returning to the liberal values of our independence movement, which are getting tainted beyond recognition by the mass graves in Kashmir. We need to regain our capacity to feel horror."

At the time of partition of the country, the Congress party agreed to the division of the country on the basis of two nations theory. Thus a new State Pakistan was created out of pre-partition India which was a Muslim state. The next logical step would have been to declare the other state which was called India, a Hindu state but Pandit Nehru, Gandhi and Patel committed a blunder and made the remaining portion a secular state. The British rulers while granting independence to pre-partition India not only divided the territory directly ruled by them on communal basis and created the two nations of Pakistan and India but also allowed the princely states to remain independent or accede to India or Pakistan. The two Hindu majority states of Junagarh and Hyderabad which were ruled by Muslim rulers decided to remain independent but India soon took action against them and merged them with India. Similarly, the Muslim majority state of Jammu and Kashmir ruled by a Hindu ruler decided to remain independent. However, it was attacked by Pakistan sponsored tribals so that it could be merged with Pakistan just as Junagarh and Hyderabad were merged with India but the Hindu ruler of J&K hurriedly agreed to accede to India and then Indian forces drove Pakistanis away from about two thirds of the territory of J&K. Then Nehru took the matter to UN who called for a plebiscite. However, such plebiscite was never held. Therefore, to resolve the J&K issue, it should be divided on the basis of the two nations theory with the Muslim majority areas going to Pakistan and the Hindu majority areas going to India and India be declared as a Hindu nation.
That would end the tussle between the Kashmiri Muslims and Indian army.

Protest the anti-Hindu 'Prevention of Communal and Targeted Violence
Bill, 2011'

By Francois Gautier

I am a westerner and a born Christian. I was mainly brought up in catholic
schools, my uncle, Father Guy Gautier, a gem of a man, was the parish head of
the beautiful Saint Jean de Montmartre church in Paris ; my father, Jacques
Gautier, a famous artist in France, and a truly good person if there ever was
one, was a fervent catholic all his life, went to church nearly every day and
lived by his Christian values.

There are certain concepts in Christianity I am proud of : charity for others,
the equality of system in many western countries, Christ’s message of love and
compassion….Yet, I am a
little uneasy when I see how much Christianity is taking over India under the
reign of Sonia Gandhi :

According to a 2001
census, there are about 2.34 million Christians in India, not even 2.5% of the
nation, a negligible amount. Yet there are today five Christian Chief ministers
in Nagaland, Mizoram, Meghalaya, Kerala and Andhra Pradesh.

One should add that the
majority of politicians in Sonia Gandhi’s closed circle are either Christians
or Muslims. She seems to have no confidence in Hindus.

1.Ambika Soni, a Christian, is General
Secretary of the Congress and a very powerful person, with close access to
Sonia Gandhi.

2.Oscar Fernandez is Union Programme
Implementation Minister. Margaret Alwa is the eminence grise of Maharashtra.

3.Karnataka is virtually controlled by
AK Anthony, whose secretaries are all from the Southern Christian association.

4.Valson Thampu, a Hindu hater, is
Chairman NCERT curriculum Review Committee.

5.John Dayal, another known Hindu
baiter, has been named by Sonia Gandhi in the National Integration Council ;
and

Kancha Ilaya, who hates Hindus, is
being allowed by the Indian Government to lobby with the UN and US Congress so
that caste discrimination in India is taken-up by these bodies. (One can also
add to list Ajit jogi, and Digvijay Singh both Christian converts & also
Prannoy Roy, his niece Arundhati ‘Suzanna’ Roy )

I have nothing
personally against Sonia Gandhi, in fact she probably is a good person to win
the allegiance of so many and certainly a loving mother. I share with her a
love for India, like her I have lived in this country for over 30 years and
like her I have married an Indian.

But nevertheless,
since she is at the top, Christian conversions in India seem to have gone in
overdrive.More than 4,000 foreign Christian missionaries are involved in
conversion activities across different states.

In Tripura, there were no Christians
at independence; there are 120.000 today, a 90% increase since 1991.

The figures are even more striking in
Arunachal Pradesh, where there were only 1710 Christians in 1961, but 1.2
million today, as well as 780 churches!

In Andhra Pradesh, churches are
coming-up every day in far flung villages and there was even an attempt to
set-up one near Tirupati. Many of the North-East separatist movements, such as
the Mizo or the Bodos, are not only Christian dominated, but also sometimes
function with the covert backing of the missionaries.

In Kerala, particularly in the poor
coastal districts, you find “miracle boxes” put in local churches: the gullible
villager writes out a paper mentioning his wish: a fishing boat, a loan for a
pukka house, fees for the son’s schooling… And lo, a few weeks later, the
miracle happens ! And of course the whole family converts, making others in the
village follow suit. During the Tsunami, entire dalit villages in Tamil Nadu
were converted to Christianity with the lure of money.

It is true that there have been a few
backlashes against missionaries and nuns, particularly the gruesome murder of
Staines and his two sons. But Belgium
historian Konenraad Elst laments that "When over a thousand Hindus are
killed and a quarter million Hindus ethnically cleansed in Kashmir, the world
media doesn’t even notice, but watch the worldwide hue and cry when a few local
riots take place and a few missionaries are killed by unidentified tribal
miscreants. Christian Naga terrorists have been killing non-Christians for
decades on end, and this has never been an issue with the world media, except
to bewail the “oppression” of the Nagas by “Hindu India” .

More than 20,000 people have lost their lives to insurgency in Assam and
Manipur in the past two decades. As recently as last week, four paramilitary
Assam Rifles soldiers were killed in an ambush yesterday by the outlawed United
National Liberation Front (UNLF).

The other day I was at the Madras Medical center, the foremost heart hospital
in Madras. Right when you enter the lobby, you find a chapel, inviting
everybody to pray, there are pictures and quotations of Christ everywhere and a
priest visits all the patients, without being invited at all.

Educational
institutes and orphanages run by Christian organisations have become big
business in Karnataka, Andhra Pradesh and other states.

In Pondicherry, where I am often, schools run by Adventists force their pupils,
mostly Hindus, to say Christian prayers every day and attend mass. They are
constantly fed anti Hindu slogans and biases under different forms, whether it
is in history books, or discourses by priests during religious classes. Even in
the elite schools or colleges, such as Saint Stephen in Delhi, Saint Xavier in
Calcutta or Loyola college in Madras, where no direct proletization is
attempted, Hindu pupils
are subtly encouraged towards scepticism of their own religion, and admiration
of whatever is Western.

One should also say that it’s a one way traffic: remember the furore when MM
Joshi wanted the Saraswati hymn to be sung at a Chief Ministers’ meet on education?
And imagine the uproar in secular India if portions of the Bhagavad Gita, this
Bible for all humanity, were read at the beginning of the day in public schools?

Sonia Gandhi said during the last National Integration Council meeting : “We are
committed to ideological battle against communal forces which seek to destroy
our diversity and polarise us. Certain parties promote polarisation and
confrontation. And there are certain regimes in India which promote
communalism.

But is not actually the
Congress under Mrs Gandhi, which is promoting communalism, by insidiously
installing Christians and Muslims (and Marxists) everywhere, propping up
Christian states, allowing a free hand too missionnaries and pressing for
reservations for Christian Dalits and Muslims, as recently done in AP, in a
nation of 850 million Hindus ?

In my country, France, a
Christian majority nation , it would be unthinkable to have Hindus – or even
Indian born French for that matter – in so many positions of power. Impossible
also to find a non-elected, non French, non-Christian person being the absolute
ruler of the country behind the scene as Sonia Gandhi is in India.

Indians like
to say that the greatness of India is that it accepts a foreigner and a
Christian like Sonia Gandhi. But is’nt it rather a weakness and an aberration?

Can’t we find a worthy leader amongst one billion Indians? This is an India
where you see today Swami Avimukteshwarananda Saraswati of Dwarka Peeth, made
to disembark from an Indian Airlines flight for carrying his holy dand, a thin
bamboo stick which is a symbol of their spiritual designation, inside the
aircraft cabin.

Are we heading
then towards a Christian India under Sonia Gandhi’s helm? It would be a
tremendous loss not only to India, but also to the world. For in India, you
find the only living spirituality left on this planet.

Another black day-What are IB and RAW doing? Cannot they mingle with the terrorists and kill them or at least know when they are going to strike and where so that the terrorists could be defeated? And what is the use of keeping Afzal Guru and Kasab alive when they have already been sentenced to death? Are we waiting for another Kandhar episode?

This is another black day for all of us. Form hereon there will be more candle light marches, even more dossiers exchanged, the Government will continue to play passing the parcel with our neighbours endlessly, the Government will stage a dramatic halt in the peace talk initiatives and then reinitiate them (like we always do in a few months), they will play every single game that there is to play, from dumb charade to blind man’s buff, but we will never ever pin the donkey’s tail. This is reality and we the resilient citizens are expected to go with the flow. We will continue to do what we do best, we will move on with our lives, just as we did in the past, allowing our short term memories to dissolve in the frothy wake of our own helplessness while the Government will cower and hide tying to find every single reason that there probably is to not take a more aggressive stand on the issue.

I also believe that the Chief Minister of Maharashtra was not at the blast sites instantly, why? I would have expected him to be taking stock of the situation first hand and extending support. Is it because of the fear of undetonated explosives in the vicinity? Of course! What about the safety of all the nameless and faceless multitudes who scrambled back to their homes on crowded public transports last evening not knowing when the next explosion will be triggered? I can only but imagine the fear that would have been instilled in them at that surreal time. The Home Minister has once again praised the resilience of Mumbaikars but would even one Mumbaikar proudly put his head high up in the air and pat the Home Minister or the Chief Minister or for that matter any Minister on his back and say “You are doing a good job Sir”. I cannot even remember when was the last time our Prime Minister’s voice was heard, even if there is pin drop silence I cannot hear the man in Manmohan Singh speak. Can you? Right now, the silence is deafening.

The political system reeks and it is reflective in the intelligence failure. There is little point in Delhi shuffling a pack of worn out, dirty cards and pulling out one Joker after another from the pack. It has been eternity since I have seen an Ace being pulled out and having an expectation of such would mean I am living in utopia. The innocent people who died yesterday have sacrificed their lives, like sacrificial lambs they have been slaughtered again because of the failure of the state machinery. There is no denying the fact there is indeed a lack of both intelligence failure and inadequate law enforcement measures. Post 26/11, for a few months or so, security was beefed up in critical areas across the country. But, with time, the lapse has been quite evident. In the initial days after 26/11 the security at airport terminals too ran high when a platoon of them would adequately man critical locations. I seriously doubt if this is the current situation. As recently as three days back when I flew out of Bangalore, the barracks that manned the main entrance at the airport had but a solitary security personnel chatting on his mobile phone while another was almost dozing. Yes, it is impossible to guard every nook and corner and this is where critical information from intelligence becomes a lifesaver. The United States has done extremely well on this front to ensure that there has been no repeat after 9/11. And again there is strong leadership in the United States that takes control of the nation and officials who do what they are meant to be doing unlike in our case where the Prime Minister has devoted and continues to devote almost all his time and energy on coalition politics.

My heart goes out to Mumbai, which continually faces the brunt of venom spewed by mindless maniacs over and over again. Mumbaikars are expected to be calm, they are expected to be strong and when the Government makes all these expectations on innocent citizens, it is about time we levy some major expectations on our governance as well. It is about time the Government is made accountable for every life that has been lost. No longer is silence a virtue; it is time to speak up. Our lives are not cheap like the way the Governance always makes it out to be. The longer the silence, the fatter Kasab seems to be also getting in jail."

What are IB and RAW doing? Cannot they mingle with the terrorists and kill them or at least know when they are going to strike and where so that the terrorists could be defeated? And what is the use of keeping Afzal Guru and Kasab alive when they have already been sentenced to death? Are we waiting for another Kandhar episode?

Five Healthy Foods to Eat at your Workstation

We've all heard it times and again that sitting all day long at the desk isn't really good for the health. Sadly, there aren't any feasible alternatives to this mode of working. While you can't just leave your job, you can surely do something which is beneficial for your health. Eating the right kind of fruits can help you overcome the negative effects of sitting like a robot all day.

Here are five power foods you can enjoy while sitting at your desk. They can work wonders for your heart, blood pressure, and can even improve your memory and concentration.

Walnuts

Some new researches have pointed out that walnuts have more (and better quality) antioxidants than almonds, peanuts, pistachios and many other nuts. All nuts have been found to improve lipids and can reduce the risk of heart diseases. Walnuts have also been found to enhance cognitive and motor function in animals with Alzheimer's. Experts recommend seven walnuts a day.

Cup of Green Tea

Polyphenols, one of the major ingredients of green tea, is known to help repair the damaged DNA and stimulate the immune system. Besides, research shows that green tea also helps in reducing the risk of cancers, including skin cancer and prostate cancer.

Popcorn

If there ever was a list of healthy snacks, this is definitely going to be on the list. In fact, many say that popcorn is the healthiest snack available. It is 100 percent whole grain and is big on fiber and antioxidants. If you can air-pop your popcorn and add a minimal quantity of salt, you'd have the best popcorn, say experts. If your office has a microwave, just make sure you bring a pack of low sodium popcorn to work.

Dark Chocolate

This, too, contains those powerful antioxidants called Polyphenols which combat the risk factors (like oxidation of LDL cholesterol) for heart diseases and also inhibit clotting. Studies have also indicated that consuming a small bar of dark chocolate daily can reduce blood pressure in people with mild hypertension. Caffeine, another active ingredient of dark chocolate, can give you that much-required kick and a boost in concentration levels.

Fruits

Not only they help you conquer that “false hunger”, they are also brimming with nutrients which are needed to keep you going all day. You can choose between apples, bananas, mangoes, oranges, papayas etc. but make sure you carry some fruits to the office

Italian by birth and Roman Catholic by baptism

http://johnmaclithon.wordpress.com/2011/04/14/italian-by-birth-and-roman-catholic-by-baptism/

I was surprised when the Congress party gave me a Padma Shri – I am the only foreign journalist to ever get it. For, in my forty years of political reporting in India, I have always been a vocal critic of the Nehru dynasty. Someone even called me recently: “ a vitriolic British journalist, who in his old age chose to live back in the land he never approved”.

It started with Operation Blue Star. I was one of the few western correspondents who criticized Indira. As I have said since then numerous times, the attack on the Golden Temple and the atrocities that followed the army operations, produced in all sections of the Sikhs a sense of outrage that is hard today to alleviate. I believed then that the large majority of Hindu India, even if politically hostile to Indira Gandhi, openly identified with – and exulted in – her will to overwhelmingly humble a recalcitrant minority.

As everybody knows, Indira Gandhi helped my fame grow even more, by wanting to imprison me during the Emergency she clamped and finally throwing me out of India for a short while. But the result was that the whole of India tuned in, then and thereafter, to my radio’s broadcasts, ‘The Voice of India’, to hear what they thought was ‘accurate’ coverage of events.

When Rajiv Gandhi came to power, I first believed that he was sincerely trying to change the political system, but he quickly gave-up when the old guard would not budge. I criticized him for his foolish adventure in Sri Lanka, although I felt sorry for him when he was blown to pieces by Dhanu, the Tamil Tiger. It is in Kashmir, though that I fought most viciously against his Govt and subsequent Congress ones for its human right abuses on the Kashmiri Muslims of the Valley. The Congress Governments tried indeed several times to censor me and the army even took prisoner my Kashmiri stringer, whom I had to rescue by the skin of his teeth. I am also proud that I was the first one to point out then, that the Indian Government had at that time no proof of the Pakistani involvement in the freedom movement in Kashmir. Thus I always made it a point to start my broadcasts by proclaiming that « the Indian Government accuses Pakistan of fostering terrorism», or that “elections are being held in Indian-controlled Kashmir”… As I was so popular, all the other foreign journalists used the same parlance to cover Kashmir and they always spoke of the plight of the Muslims, never of the 400.000 Hindus, who after all were chased out of their ancestral land by sheer terror (I also kept mum about it).

As for Sonia Gandhi, I did not mind her, when she was Rajiv Gandhi’s wife, but after his death, I watched with dismay as she started stamping her authority on the Congress, which made me say in a series of broadcasts on the Nehru Dynasty: “It’s sad that the Indian National Congress should be completely dependent on one family; the total surrender of a national party to one person is deplorable. You have to ask the question: what claims does Sonia Gandhi have to justify her candidature for prime-ministership? Running a country is far more complicated than running a company. Apprenticeship is required in any profession — more so in politics”. I heard that Sonia Gandhi was unhappy about this broadcast.

Then, after President Abdul l Kalam called her to the Raj Bhavan and told her what some of us already knew, namely that for a long time, she had kept both her Italian and Indian passports, which disqualified her to become the Prime Minister of India, she nevertheless became the Supreme leader of India behind the scenes. It is then that I exclaimed: “the moribund and leaderless Congress party has lashed onto Sonia Gandhi, who is Italian by birth and Roman Catholic by baptism”. She never forgave me for that. Yet, today I can say without the shadow of a doubt that when history will be written, the period over which she presided, both over the Congress and India, will be seen as an era of darkness, of immense corruption and of a democracy verging towards autocracy, if not disguised dictatorship, in the hands of a single person, a non Indian and a Christian like me. Truth will also come out about her being the main recipient for kickbacks from Bofors to 2G, which she uses to buy votes, as the Wikileaks have just shown.

Finally, I am sometimes flabbergasted at the fact that Indians –Hindus, sorry, as most of this country’s intelligentsia is Hindu – seem to love me so much, considering the fact that in my heydays, I considerably ran down the 850 million Hindus of this country, one billion worldwide. I have repented today: I do profoundly believe that India needs to be able to say with pride, “Yes, our civilization has a Hindu base to it.” The genius of Hinduism, the very reason it has survived so long, is that it does not stand up and fight. It changes and adapts and modernizes and absorbs–that is the scientific and proper way of going about it. I believe that Hinduism may actually prove to be the religion of this millennium, because it can adapt itself to change.

Pained to explain myself time and again on Modi: Hazare - Yahoo! News

Pained to explain myself time and again on Modi: Hazare - Yahoo! News

Only a few points to ponder for all Congress lovers and Modi bashers.

1. Modi was wrong as a CM since the riots took place during his tenure. To his credite Army was called out the next day to control the situation. If there was any negative role of the government of the day it is being investigated and in most of the cases, Modi version is the right version.

2. Riots took place in Mumbai after Babri masjid issue and mumbai bomb blast. Governments at Centre and State were of Congress. Why the secularists jokers do not point to that part.

3. In Delhi it took Congress more than 3 days to call Army which has a major presence in Delhi.

4. This is the secular country where the secular history is taught by issuing summons to the authorities concerned that Mughal or any muslim king rule should not be shown in negative light. This was the order in West Bengal of 1989 vintage.

5. This is perhaps the only country where to talk about the majority is communal and when rank communal statements are made for the minorities it is called secular. Ram Rajya denoting form of govenment than religion is communal

6. Modi should practice a bit of restrain. Him refraining on a situation will create problems for Congress on how to react.

7. Rahul Gandhi becoming the PM of the country will be a disaster for the nation. He has absolutely zero IQ on important issues. His forays in public is more of a PR exercise. Howcome wherever he stops "suddenly" to meet public, media is always present.

8. MMS is warming the chair for Rahul after having led the most corrupt government in Indian history but "MMS is an honest man and of high integrity"

9. Yet awaiting action on his statement during 1998 or 1999 Lok Sabha elections blaming RSS for Delhi anti-Sikh riots.

10. The Anna Hazare movement is a great thing to have happened and Mallika Sarabhai and psuedo secularists and jokers of her like can say whatever they want but public hai yeh sab jaanti hai.

Is Dr. Singh guilty? You decide

Is Dr. Singh guilty? You decide

Courtesy: Hindi Milap, Hyderabad, December 20, 2010

For the last few days, we have been deluged with details of the 2G spectrum scam. Every channel worth its salt has aired innumerable talk shows and discussions on this mother of all scams. On the one hand Subramanyam Swamy is accusing Dr. Manmohan Singh of refusing to act on his petition to prosecute Andimuthu Raja, and on the other we have the congress spokespersons eulogizing the Government’s morality sacking in Raja. All this reminds of a Vikramaditya and the Betal story I read years ago.

Once there lived an old and pious man, renowned for his honesty. One day his neighbor, a rich merchant comes to him with a request. The merchant was leaving on a voyage and wants the old man to safeguard his wealth, until his return. The old man agrees and with God as witness promises to protect and safeguard the merchant’s wealth.
The old man then entrusts the safe keep of the merchant’s wealth to his son, from whom he takes an oath of propriety and honesty. Slowly the son starts dipping into the merchants wealth, people notice this and warn the old man of the son’s misdeeds. The old man calls his son asks him to explain, he also reminds him of his oath on following the right path. The son rubbishes the accusations as rumors and the idle gossip of jealous people, who could bear to see his prosperity. The old man accepts the son’s explanation and things go on as before.

The merchant returns and demands his wealth. The old man calls his son, who hands over a quarter of the merchant’s wealth saying that is all there was. The merchant realizing that he has been cheated approaches the King. The King listens to the merchant’s complaint and summons the old man. The old man comes to the court with his son and handing him over to the King says “your majesty, the merchant is right. My son has confessed to the crime. Please punish him.”
The king has the son flogged and imprisoned. He then praises the old mans honesty and dismisses the case. But the merchant demands punishment for the old man saying, “I have still not received justice. I had entrusted my wealth to the old man which he swore by God to safeguard. The old man’s integrity is intact, but what of me, I have been robbed of my life’s savings, and made a pauper. It was the old man’s decision to entrust my wealth the son for safe keeping. As far as I am concerned the old man is the culprit, and should be punished.
The king is astounded by this demand. The old man, was neither a party to the theft nor did he benefit from it. In fact, he had sent his son to jail. Yet, the merchant was asking for the old man’s punishment.

The Betal asks Vikramaditya, “What should be the Kings decision.”

Vikramaditya’s replies, “Though the old man is innocent of the actual theft, he is guilty of dereliction of duty. The son’s crime was a straight forward one, the old man’s was a graver crime. He did nothing to protect the merchant’s wealth. Far from being vigilant he failed to take action even when he was warned of his son’s misdeeds. Because of his laxity the merchant is condemned to a life of penury. He should be punished.”
India 2010, Dr. Manmohan Singh, esteemed economist, former Governor of RBI, Deputy Chairman of Planning Commission, former Finance Minister, a man whose personal ethics and integrity are unblemished, takes oath to protect and safeguard the Nation and its assets. He appoints Raja, as his Cabinet Minister for IT & Telecom.
Raja the Telecom Minister has with him keys to the 2G spectrum a finite and precious National asset. Raja flouts all rules of propriety and transparency in Government, and in violation of his oath of office, sells the spectrum at a throw away price of Rs.1651 crore.

1. DoT with Raja at its helm issues an astounding 120 UAS licenses in a single day, January 10, 2008. A feat unsurpassed in the history of Government anywhere in the world. Suspiciously 85 of these licenses are issued to companies which suppressed facts, disclosed incomplete information and submitted fictitious documents.

2. In issuing these licenses neither the High Powered Telecom Commission, which was expressly set up for this nor the Finance Ministry or the Ministry of Law and Justice are consulted. Vital decisions are taken without being deliberated and discussed at inter ministerial forums.

3. In sharp deviation of business practice, the cut off date for receiving applications gets advanced from Oct 1, 2007 to Sept 25, 2007, violating all canons of fair play and ethics.

4. Real estate companies which till date of application had no interest in Telecom are allotted Licenses and spectrum ahead of genuine applicants. These then go on to reap windfalls from foreign players by selling equity.

Unlike the story, this heist of a precious national asset is carried out in full view of Dr. Manmohan Singh and his cabinet colleagues. Newspapers across the country cry out at this outrage in front page headlines.

The Indian Constitution grants the Prime Minister absolute power in running the country. He is the head of the Government and the Union Cabinet functions at his pleasure. As per the Transaction of Business Rules the Prime Minister has the unrestricted right to demand and get any file, any record from any Ministry. Dr. Man Mohan Singh could have at any time stopped this heist of a National asset, yet he chose to remain silent. The Minister’s failure to exercise his constitutional rights has caused irreparable loss to the Nation.

Dr. Singh did not profit personally from Raja’s shenigans, but his failure to act, to honor the oath of office, to protect and safeguard the nation and its wealth is unforgivable. Like the old man, he has sacked Raja from his ministerial berth, but does his culpability end there.

The people of India had entrusted their faith and the future of the Nation in Dr. Manmohan Singh, believing him to be a man of integrity and honesty, and not to Raja. Does dismissing Raja absolve Dr. Singh or like the old man is he guilty of dereliction of duty and failure to safeguard the Nation and its citizens. Does he deserve punishment?

It is for the Indian citizen to decide.
